The initiative proposes to incorporate in Mexican official standards, both roads and bridges, as the motor carrier and auxiliary services, the concept of security for citizens, passengers and carriers, in the same way, seeking concessions and permits granted the Secretariat of Communications and Transportation (SCT) comply with the safety requirements established in the law and in the respective concession.
It is intended that drivers receive mandatory training and refresher and to be subjected to medical and drug tests and both drivers and permit holders inform the SCT of any irregularity committed by one or the other. It aims to force companies leasing of trailers to have a full coverage insurance whose coverage is continuous and that in case of cancellation or interruption in the policy temporarily suspend the service until such time as a protection mechanism is not updated to third parties.
With the reforms we propose to establish as limits a maximum weight of 40 tons, length not exceeding 22 meters and expressly prohibit double trailers, dealers and licensees submit reports with technical, administrative, financial and statistical data to the Secretariat and that it transfer to run Senate to make appropriate assessments, seeks to eliminate third-party authorization to carry out checks on metrology and standardization.
It also proposes to set the Secretariat to conduct inspection visits randomized to monitor compliance with regulations and penalize non-compliance with the cancellation or suspension of licenses, concessions or licenses granted, and increase fines and link functions the Secretariat of Communications and Transportation to the supervision of the National Anticorruption System (SNA).
