The initiative aims to establish that the subjects obliged to comply with the provisions of the Federal Budget and Fiscal Responsibility Law, must observe that the administration of federal public resources is carried out based on criteria of legality, honesty, efficiency, effectiveness, economy, rationality, austerity, transparency, control, accountability, gender equity and priority attention to indigenous peoples and communities.
It provides that the preliminary projects of the entities must be subject to the program structure approved by the Ministry of Finance and Public Credit, which will contain the actions that promote the economic development of indigenous peoples and communities and the elimination of any discriminatory practices that prevent them from improving their living conditions.
It also proposes that the Expenditures Budget project will be presented and approved, at least, according to the classification of the attention to indigenous peoples and communities, which groups expenditure forecasts to improve their living conditions.
On the other hand, it proposes that reductions can not be made to the budgetary programs nor to the investments directed to the attention of the Equality between Women and Men, to the Program of Science, Technology and Innovation; the expenditures corresponding to the Integral Development of the Indigenous Peoples and Communities and the Attention to Vulnerable Groups, if these are not duly supported by the Secretariat of Finance and Public Credit, based on the principles of verification of the degree of compliance with the goals and objectives of the budget programs of the Federal Government and the National Development Plan, which allow to know performance, coverage, efficiency, economic and social impact, quality and equity of expenditure, within the framework of the performance evaluation system, and have the opinion of the Chamber of Deputies.
Finally, it establishes that the performance evaluation system should incorporate specific indicators to detect the degree of incidence in the operation, monitoring, control and results of the budget programs designed for the attention of indigenous peoples and communities, procedures to measure their participation and insertion in the national development in full respect for the difference and equality of opportunities as part of democratic pluralism, as well as any discriminatory practice that impedes the improvement of life of the indigenous population in the different regions of the country.
